虽然注册是自愿的，化妆品的产品标签还是需要符合FDA的要求。对于化妆品标签要求，主要看化妆品的标签上是否带有或列出下列内容：

配料标签、禁用配料 、英语标签 、不准许使用的色素 、法规要求的警示性说明 、产品需用符合21CFR700.25节要求的抗干扰的包装。

Cosmetic Product Label Review

Food, Drug, and Cosmetic Act (FD&C) and the Fair Packaging and Labeling Act (FPLA) authorize FDA to regulate cosmetics labeling. The regulations are intended to inform the customers of the product's intended use, warning, ingredients, net quantity of contents, and information of manufacturer, packer or distributor. They also protect customers from hazards, and prohibit against false or misleading information.
